Can you get married at Monserrate Palace?

Yes, in the sense the question usually means: Parques de Sintra, which runs the monument, does hire the palace out for events, so a wedding here is a real thing to enquire about with the operator directly. No hire price is published here, because the operator quotes for each event. For a visit rather than a wedding, one ticket covers the palace and the park, booked ahead at the gate price with fast-track entry. The ticket, and the park, point by point.
